  VA Found in Civil Contempt
  For the first time since its creation in 1988, the U.S. Court of Appeals for Veterans Claims found the Department of Veterans Affairs (VA) in civil contempt for failure to expeditiously handle a veteran's claim after the Court had issued a previous decision on the case.
