One of the new options provided under the Veterans Appeals Modernization and Improvement Act (AMA) is the Higher-Level Review (HLR).  Adam and Julie will discuss the regulatory underpinnings of this option and how to successfully present an HLR to the agency.  They will cover the proper forms and procedures, analyze when filing an HLR is the best option, and address whether to seek an informal conference.  Using examples from their practice, Julie and Adam will provide tips on framing your argument, dealing with agency hurdles in getting the conference scheduled, and conducting the informal conference.

NOVA members Julie Glover and Adam Luck are the founding partners of GloverLuck, located in Dallas, Texas.  Julie graduated from the University of Central Texas and received a master’s in education from Texas A&M Commerce.  After teaching high school for several years, she received her juris doctorate from the Texas A&M School of Law and her master of law in taxation from the University of Alabama.  She is admitted to the bar of numerous courts, to include the U.S. Court of Appeals for Veterans Claims.

Adam is a graduate of Kansas State University with a degree in finance and business administration.  After working for USAA serving active duty military members, veterans, and their families as a licensed financial advisor, Adam obtained his juris doctorate from the Texas A&M School of Law.  He is a member of numerous courts, to include the U.S. Court of Appeals for Veterans Claims and the U.S. Court of Appeals for the Federal Circuit.
